The seller LIED. Can i be refunded ?

I bought a phone case on March 16th, after my purchase i received an email saying that ill be notified when the item will be shipped. On march 18th, i didnt want the phone case anymore so i asked for a refund since it still havent been shipped (I havent received the "notifying" email like they said they would) The contact services informed me that unfortunately the item was shipped and can no longer be cancelled. Which was a lie because on March 25th i received an automated email notifying me that my item was shipped. Therefore, when i asked for a refund, my item was still not shipped and that person lied to me so not to be refunded Is there a possibility for me to be refunded ?

I also appreciate the request to cancel a transaction, but this isn’t a feature or protection option that PayPal offers. Instead, we offer coverage for a buyer when an item isn’t received or is received but significantly not as described. Since you haven't received your merchandise yet, you should be covered.
