The guy i sent money doesn't want to refund me

Hello PayPal Community, im having a bad time at the moment after i found a guy on the app Bump , and we agreed for me to send him money for goods and services on paypal, and then for him to send the shoes to me. After i sent him money, he is nit responding fast as he was before i sent him, he is playing with me, he is saying he can't refund me when the bank is closed and stuff like that. He lied to me many times as he sent me thst he had a car crash and i found the car crash picture on google, and i couldnt believe it. I dont understand what is happening, i get some shipping numbers on my email from chinese cities which is weird and he doesnt know that i get them. He is from Uk and we agreed for him to ship them 4 days ago. He is still playing with me. PayPal doesnt respond i sent 2 emails and still not a respond from them. I just want a refund, and tell me please how many days i am protected because maybe he is pushing it to the day im not protected so he can take my money. Please help me.

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. We'll review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.

I accepted it for a solutiom by mistake sorry. Yes i am talking with him, i opened a dispute but he is talking chinese, and he is saying other things than what he says on me on whatsapp and he speaks english there. He is a scammer please somehow help me refund my money who helps me will be rewarded.. Please

If you are unable to resolve your dispute directly with the seller, then it is important that you escalate the dispute to a PayPal claim within 20 days. By escalating this dispute to a claim, you are asking PayPal to investigate the dispute and determine its outcome. If the dispute is not escalated to a claim within 20 days, then it will automatically be closed.
