The goods purchased from a buyer not received and is an obvious scam

I keep filing a claim and paypal keeps telling me the claim is in the buyers favor not mine. The company appeared to be in Washington USA then when the goods shipped the tracking listed by 17track shipping from China and the product has not moved for 2 weeks going by the fraud tracking. To add to the problems my email account with paypal is not working so I get no explanation and any response here will not be received through my email. Hopefully responses will go through this message
