The seller canceled th order on 30th september.

The seller emailed to me :''I have tried many times to refund this payment but the Paypal funds are on hold and will not release. You need to contact Ebay to file an Item not received dispute, they can release the funds for your refund. "
yeah,you need to call Ebay if it is Ebay withholding your money,since order has been cancelled.

it could be a Paypal hold waiting for seller to upload tracking.
you could also file item not received with Paypal.
