You need to contact customer services to resolve any account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?

Thank you, an identity card and an invoice have been requested and sent, but there is no response. Paypal customer service is very poor service compared to the size of Paypal. There is supposed to be a 24/7 service. This is money and not toys.
