Yeah, have to do research on merchant/site/product/price of what you're buying. PayPal has millions upon millions of accounts. Can't micro manage everyone and even PayPal limits accounts and ask for ID/business info, there's still no guarantee, the business don't be scammin' so best form of protection is to do research. It don't take that long either. The info is at our finger tips. Compare price of buying direct vs buying from these jokers that be takin' 75% off the price, some thing crazy, using stock images you can find on the net easy, you know its too good to be true. These kinds of sellers, they go from bootlegging on the street sidewalk to slinging not as described junk on the net. They know how the system works and adapt, buyers have to adapt too and be smart. Can't be roaming the net these days, free to shop everywhere. Anyone can make a shop/buy an ad on social media. Buyer beware.
