Summary and Notifications

Hello, 

     I am new to paypal and i would like to know few things, in the setup page i can see that "You can now receive international payments" - Green ticked 

But i have a notification to submit for KYC to receive both local and internation payments, is it not contradictory. And also is there a way to  test the ability of my account to send and receive payments . Thank you
