Sue PP in small claims court

I have a simple refund due to a cancelled hotel room but 80 Days in I still can't get a human to answer me or give me a refund. It says they are waiting for information but I have sent them the cancellation letter from the travel company numerous times. Can I sue them in small claims and if I get a judgement how can I collect if you can't get ahold of anybody at the company? There is literally no number that you can call and talk to a person.

I'm not a laywer but common sense tells us that you can sue PP in small claims court even if yoou can't reach anybody at PP. (Otherwise anybody could avoid being sued simply by not answering the phone.)
I think in most jurisdictions it's a matter of filling in the required paperwork and a small court fee.
