Strange pop up when refreshing summary page

Hello my PP business account is limited due to suspicious activity that has all been sorted today but still limited due to paypal reviewing uploaded docs which leads to me to ask has anybody noticed a pop up like this on the summary page that lasts for a second. I have cleared my cache. I am a bit concerned considering the PITA I have had over the past seven days and still unable to use my account to sell and hope this pop up hasnt something to do with the issues I had or is it just a PP glitch.  It happens everytime I go back to the summary page or refresh said page.
