Storm Media Limited, Fraud?

As I was going through my receipts for taxes I noticed an entry on my PayPal for Storm Media Limited for last July. I order art instructional videos often, but I could not find any other info for this. I was charged $24.92.

Has anyone else had problems with Storm Media Limited? I didn't get whatever this company said I ordered. I don't know what it is.

I would like to warn others that this could be a fraud.

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. We'll review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2.Near the bottom of the page, under 'More about your account', click Resolve a problem in our Resolution Centre.
3.Click Dispute a Transaction.
4.Select the button beside the transaction you want to dispute, then click Continue.
5.Select ‘Item dispute’, click Continue and follow the on-screen instructions.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.

It is useless to dispute a transaction with Storm Media Ltd based on "Unauthorized Access".   I have just finally figured out how this massive scam operation works.  Storm Media is not your seller.  There are many online stores that use them as a "Payment Gateway".  There are probably reasons to do things this way,  one is to avoid all these little problems from buyers like us.  I suspect that consciously or unconsciously there is a problem in the handoff from the seller page to Storm Media's interface.  In several cases, like mine, the order is placed without hitting a "place your order" button.  Sometimes it could be a "next page" button and suddenly the order is placed.  Additional charges are piled on, and in some cases additional products, doubling and tripling the amounts.  I have even seen a report of recurring charges amounting to hundreds of dollars slipping thru.

You get the notification from Paypal or notice something wrong somehow, you dispute the charge and Storm Media Ltd simply provides a tracking number and that satisfies Paypal.  Also since the manipulations happen thru these "problematic" ordering systems, or even possibly outright page hacking EXPLOITS, PAYPAL SEES NOTHING WRONG AND SAYS NOBODY ACCESSED YOUR ACCOUNT AND CLOSES THE DISPUTE.  Because it is all automated, Paypal thinks it's all kosher.  Nobody went into your Paypal account and stole your money that way.

BTW, there may or may not be fulfillment centers involved.  They will sometimes deliver the items that you never ordered in the first place! The return address is bogus as well and your return will go nowhere.  They don't care PERIOD.  They already have your money and hope you give up in frustration.  Their businesses is modeled after organized crime with cells that don't talk to each other for their protection.

Hello Paypal, pay attention, Storm Media Ltd is perpetrating Fraud and hiding in Hong Kong where they cannot be reached!  Perhaps they account for a larg-ish revenue stream, but that does not absolve you from abetting this criminal activity.   Come on, there are hundreds of complaints on BBB, thousands on this thread with hundreds of pages now that they are combined.  I urge you to shut them down!

Friends in the Paypal Community: Everyone needs to understand what is going on.  There is something really sinister going on here!

I also face this cheating by Storm medial. Do you know paypal email to dispute for this purchase? Not able to create a dispute case from my paypal account because Paypal charge my credit card even when I dont have paypal account. Paypal seems still keep silent on this matter.

PayPal should be responsible to all of these consumers. They clearly know that this is fraud and they do nothing?  The scammer gives you a tracking number but the fact is they never ship anything.    How can they still have an account PayPal when you have thousands of complaints?  Shame on you Paypal! You should be held responsible and so should the fraudster!

Everyone please go to Rip Off Report .com and report them!  Pay Pal you have thousands of consumers that have been ripped off by this company and you let this continue?  Something is wrong here.

Storm Media Limited ripped me off by sending a product that does not do what they said it would.  Not even close.  PayPal sided with the fraudulent company and I lost my money.  I don't understand how that can happen when on their own website the company is called out so many times.  Do not buy anything from Storm Media Limited.  They will not return emails.
