Storm Media Limited, Fraud?

As I was going through my receipts for taxes I noticed an entry on my PayPal for Storm Media Limited for last July. I order art instructional videos often, but I could not find any other info for this. I was charged $24.92.
Has anyone else had problems with Storm Media Limited? I didn't get whatever this company said I ordered. I don't know what it is.
I would like to warn others that this could be a fraud.

I was Web surfing for a friend concerning the talking hampster and because I opened up my paypal account to check to see what the tax and mailing cost would be for the hampster, Storm Media Limited claimed I purchased the toy. In this (my) case, the talking hampster was handled by 5to9Vivid. I contacted 5to9Vivid and paypal and told them I didn't order the toy and after a couple correspondents with both 5to9Vivid and paypal, paypal agreed with 5to9vivid that I did purchase the talking hampster. 5to9Vivid told me after making me an offer to keep the talking hampster which I refused, would stop the order and refund the cost to me. That was back in December 2018. That did not happen! I am so upset with Paypal for not helping me stop the (unauthorized order) and helping me with the refund. I see through this site that paypal has allowed companies to sell fraudulent merchandise and get away with it. This really disappoints me. I have made many purchases using paypal. I am considering closing out my account with them. So, I finally did receive the talking hampster in the mail and noticed my credit card account has not been credited by 5to9Vivid. I opened the package that came from Tom Pan Modern Boutique Inc. in California 91784 who sent the talking hampster to me and I attempted to see how it worked. It took three batteries and it will not turn off. The switch does not work. Now I have an item that cost me $25.96 that does not work properly.

I wish I would have checked this company out before I ordered 3 pair the fleece lined winter legging off FB website Lazy Lullaby they are not what was advertised at all. After watching the video on FB and went to the website they showed that it was heavy fleece lined these are thin and just a little fussy not fleece like the picture or video online. They are very cheaply made and did not cover my butt in the back they are not wearable. They also have a bad chemical smell. I would like my money back. I sent a complain on there website and then looked at my Paypal account and saw Storm Media and googled and saw this page.

How do I open a dispute with a seller when a purchase goes wrong?
You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website
By opening a dispute, you can communicate directly with your seller to work out a problem transaction.
If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. We'll review the claim and decide on reimbursement.
These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.
To open a dispute:
1.Log in to your PayPal account.
2.Near the bottom of the page, under 'More about your account', click Resolve a problem in our Resolution Centre.
3.Click Dispute a Transaction.
4.Select the button beside the transaction you want to dispute, then click Continue.
5.Select ‘Item dispute’, click Continue and follow the on-screen instructions.
Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.
If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.
