Hello.
I created a refund request with PayPal as I have only received 1/3 of an order from Gearbest.
I supplied PayPal with the buy receipt, what items had been delivered and which not (it's been months,I believe I placed the order in February this year).
Apparently it was enough for Gearbest to provide them with the tracking number for the items that were actually delivered? I cannot find any way to re-open the dispute, do I have to create another one?

Sounds as if you opened a dispute for non receipt of item which the seller would win if they could provide a tracking number.
Why did you open a dispute for item received but not as described ie incomplete order???
