Stolen bank information used to open Paypal account

The debit card information from an elder family member was used to open a paypal account and several unauthorized charges have been completed.
We cannot remove the card information from the account because we don't have access to the account nor it is possible to dispute the charges (again we do not own the account).
Other than dealing directly with our local bank to dispute the charges, Is there anyway to prevent someone from doing this again? (i.e. preemptively blocking the bank account from being used?).
