Still waiting for my refund

So this is what the seller wrote me:

So sorry for the trouble caused.

Sorry to hear that you have opened PAYPAL dispute. Because you have opened PALPAY dispute, your order amount has been frozen. Our system cannot perform the refund operation. Please kindly continue to negotiate with PYAPAL customer service for refunds. Hope You can get a satisfactory solution.

This will be the last time we serve you. We are sorry for this shopping experience. We will learn from this experience and improve the advertising interface and our service.
