Someone I've never heard of seems to have registered an account using my email?

Hello everybody,

I have an email address but someone else has registered a paypal account using my email. I'm pretty sure i have 100% permission to access this email and its mine. That guy (who using my email) cannot verify the email (i'm sure 100%),  but how can he add an phone number without verify email and took away my email?

I cannot take back my email to register a new account that i want to. (the system require to filled verify code from phone number).

But the EMAIL is MINE.

God, please!!!
