So how do we actually get protected from Fraud

Okay so a site looked legit, I placed an order. Nothing happened, the 4 pay was set up. Then I noticed the site was showing up multiple times now with slight changes to the address.

A request to the site's help to find out what's going on with my order bounced back as an unknown domain. The Help link points to a nonexistent domain.

I open up a complaint with Paypal.. eventually, after 2 weeks the seller sends a tracking number. Amazingly the tracking number delivery date is set to the exact day for the final payment on 4 pay.

And in the mail instead of a painting comes a postcard.

Paypal closes the dispute as satisfied in favor of the seller.

The next day the site vanishes.. and I am out my cash, and cant dispute as paypal has closed it as they accepted.. the tracking number as proof.

How is this service?

Contact customer services and request that they open a second dispute for item received but not as described.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
