My account has said "Couldn't verify your information" and when I press provide docs it doesn't do anything. Is there a different way to do it because I've already put my address and ssn but they still stay that they cant provide information.
You need to contact customer services to resolve any limitation OR account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
