Should I file a chargeback or continue with a PayPal dispute?

So I bought a bicycle from the seller on eBay. It arrived with a broken part, seller didn't want to pay for return shipping and eBay representatives didn't help at all. So I had to agree for a partial refund to repair this part at a bicycle shop. But since that time the seller tried to scam several times. At first, the seller wanted me to close eBay case before actual refund. At second, the seller send me money as payment for goods and services, even though I never offered any services. At third, offered me a partial refund with return shipping to China. At this stage, I do not even know, should I continue with a PayPal dispute or file a chargeback with my credit card, since the seller is obviously a scammer. Any advice is welcome.
