The payee asked me to cancel my dispute with them before they go ahead with my orders? If I cancel my dispute can I reopen it if I'm not happy with their services? Or once I closes the disputes I can't go back?

No, do not close them as you won't be able to reopen them again.
Might as well escalate to get your money back and buy with another merchant. You filed a dispute in the first place because they didn't ship, correct?
