Shenzhen issue

Filed claim against Shenzhen SUYA because I never received product.  Supplier contacted me 3 times through paypal and always had an excuse about why i did not have my product.  Sent a tracking number and site to track it and it always said, awaiting shipment.  Finally supplier said that due to high demand, product was out of stock and would deliver later.  I escalated the claim and Paypal took over.  I received a product in mail that was nowhere close to what i had ordered.  Paypal came back and told me that my claim was denied because seller had ship product.  Now I cannot get in touch with Paypal or file another claim or get any  kind of customer service.   Apparently supplier lets Paypal know that the issue has been resolved and that Paypal need not do anything else.  Is it me, or has Shenzhen changed their name serveral times...  I have left a chat message 2 hours ago and no response.  Can someone tell me what I need Paypal for

You are only allowed 1 dispute per transaction so the only way you can get a second dispute opened is to contact Paypal (when and if you can) and see if they will open a second dispute for you.
They may decline citing policies but if you say you made a mistake then they might open a second dispute for you.

If not then if you funded your paypal payment via a credit card then consider contacting your card issuer and see if they will help you with a chargeback?
