Sent letter for Resolution correspondence, but no reply

I was asked to send a letter requesting the correspondence the seller had with PayPal on resolving an issue with a sale. I sent the letter a month ago.
The seller 'BuyYouOwnModem.com',' OwnYourOwnModem', and several other links sold me a modem I was unable to register with my ISP. It is suspected it was a stolen modem. Upon return of the modem, I was deducted $38.00 as a restocking fee. I feel that this is WRONG!, but PayPal allowed the transaction. I want to get the correspondence as promised.
How do I make this happen?

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
