Sent Payment to the wrong person by mistake

I sent 15 USD amount to a wrong email address by mistake.I tried opening up a dispute but paypal wouldn’t refund the money.I also contacted the recipient but he/she hasn’t answered any of my emails.Please help me I run a small business and I cant afford to lose money like this.

If you filed unauthorized transaction, of course, PayPal won’t refund. No one broke into your account to send the payment

Message PayPal customer service to request a change of your claim to item not received.
