Do you think the person that I don't even know send the money back to me? Money was for my step son to help pay his bills do to COVID-19

Contact recipient and explain the situation and request a refund. You're at the mercy of the recipient's better nature though.
Please read this to see if you can file a dispute should there be no refund or response from recipient:
Whatever you do, do not file as "unauthorized", PayPal will deny your claim since no one broke into your account to make this transaction.
