Sending Money to Family

I am trying to send money to my family, but the option to select between "family" or "goods and services" is not presented. 

This means I get charged a higher fee.

How can I force the system to accept my son as a family member?

Friends and family option is not available for your country.

Not all countries have the ability to send f&f.

Thanks for this. My PayPal account has been 100% restricted on account of me moving from Australia to UAE.
The fact this cannot be done anymore caused me to delete the account.
