Send goods to merchant, dispute close by paypal, no money, no goods

Good day,
I have provided confirmation of payment for delivery back to merchant with a track number (both track number RR337381795TH itself and the photo of the completed forms and the package). This information was provided to both PayPal and the merchant.   Currently, the status of the parcel on September 20, 2019, is “Perform customs clearance International (China)” so the parcel is awaiting action by the merchant.   Since the merchant is aware of the open dispute and the fact that parcel dispatched, I regard that the closing of the dispute in my opinion as not correct, since I fulfilled my part of the obligations and sent the returned goods and can not affect the customs clearance in China. I regard this fact as inaction on the part of the merchant, in order to close the dispute. seller didn’t receive the returned product is because of inaction, in any case, the dispute closes in his favour? That is, not only did I not receive the purchased product for $ 168, I also returned the product to the seller, paying an additional 40 for shipping back to China. Unfortunately, the tracking has to show "delivered" to get a refund. No doubt the seller's behavior is their form of not accepting returns/giving refunds. You bought, it its your type of mentality.

 

If you paid with credit card, try filling a dispute with them as their terms are much broader.

By the Bank?

I tre to get in touch with PayPal, but the only answered that "We received the claim(s) you filed on 9 September 2019.

We have reviewed this transaction(s) and are denying your claim(s). This decision was made because we did not receive valid proof or tracking that you returned the merchandise.

We're sorry for any problems you may have experienced with the transaction(s)."

What do you mean "By the bank"? If you paid with a credit card, you can file a dispute with the card issuer instead by calling the customer service number on back of the credit card. If you paid by debit card, you can try to dispute with them also by calling the number on back of card. If you paid by bank account, they may not be able to dispute transaction so you'll have to ask them about that.

 

PayPal requires proof of delivery of the return (same as the seller needs proof of delivery of goods when a buyer claims Item Not Received), before you get a refund.

Goods can't be delivered because merchant didn't do anything on his end to “Perform customs clearance International (China)” status, because of that goods can not be delivered.

I understand that but according to PayPal's policies, they go by "delivered" status. Call PayPal customer service and speak to a dispute specialist and see what they say:

Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

If they keep telling you, this is not sufficient for proof of delivery, then you have no choice but to dispute with your credit card if that is how you paid. If you paid by debit card backed by credit card networks such as Visa or MasterCard, maybe you can dispute it but if you paid with bank account, they may not be able to dispute the transaction for you.

 

This is why I do not bother trying to buy anything expensive that is shipped from China or through Chinese website (and you can tell if they are or not if you are observant and shop online long enough), they do not believe in returns/refunds. You bought it, its yours, is how they think. Buyer beware.
