Seller won't send item because he can't get into his PayPal account

I won an auction on ebay and contacted the seller who asked for payment by PayPal. I paid and this appears on my account however he's now saying he can't access his account so can't send me my money back. Any ideas I've given him 3 days and he's now saying he can't access his eBay account either.

I hope you paid via ebay checkout and not via paypal direct?

If you did go to your my ebay and next to the transaction start a dispute for non receipt of item to get your funds back again.

However if you paid via goods/services on paypal (and not friends/family) instead of using ebay checkout then go and click on the transaction in your paypal account and using the resolve a problem link bottom of that details page report non receipt of item.

I finally managed to get onto ebay chat with an advisor. They messaged the seller and I had a refund within the hour.
