Seller shipped out item after dispute was launched

I have purchased an item on a website and the seller doesn't respond on the shipping dates when I asked him. After couldn't get an answer from him I requested for a dispute under item not received. He threaten me that if I were to leave the dispute open he will cancel my order and I won't get back my full amount. I write an official email and told him don't need to send the item out and I escalate my case to PayPal. He reply in the system and provide a shipping tracking number. I did not authorise the delivery and I have a screenshot of the conversation with him. Now the case is under review but the item are still not out from the seller country. What can I do? I don't want to accept the item as I fear that the item were not as described.
