Seller shipped out after I filed claim asking for refund.

So I made a purchase online on Nov. 30. I tried to contact the seller for tracking information on Dec. 16 through their customer service e-mail. They provided a tracking that didn't work at all then they stopped replying me overall. I contacted seller on paypal and asked for refund on Dec. 22, then filed a claim on Dec 24. The seller responded on Dec. 27 with the same tracking number that didn't work (that was the only thing they responded).
While paypal is reviewing the case, I went and checked the tracking number today... ORDER WAS JUST SHIPPED ON DEC. 26, 2 days after I filed the claim. I no longer want the items I bought because it's been too long and way past the shipping period they promised on their website - order delivery is expected within 10-20 business days. The order has just left China, so it might take another at least 2 weeks or so. Also, I clearly asked for refund before the item was shipped.
What could happen now? Would paypal favor seller or me?

The tracking number is a working one (now) so PayPal may rule in favor of the seller. These chinese merchants do not believe in canceling. You bought it, its yours. They also will do anything to get out of returns and refunding in full. Just stay away from them next time. Do a quick web search on the merchant/site for any bad reviews. If you do not find any info, best to buy from somewhere else. If more people shop smarter and do this, they will go away.
If you receive a brick or something significantly not as described from this seller and change your claim to a SNAD; you will have to return and pay for that too but PayPal has return shipping refund program for future purchases if this return is not eligible:

Your last recourse is disputing through your credit card if the PayPal dispute fails.
