Seller shipped item to wrong address. Paypal decided case in sellers favor. USPS wont give me proof.

Purchased an item.. seller **bleep** up the address and the item went to another person in my city.
The tracking number says it was delivered to my city however wont show me the address for safety reasons.

Because it shows that this item was delivered paypal is deciding the case in the sellers favor.
USPS will not show me proof that this item was delivered to another address so I cannot provide proof to paypal.

What should I do at this point?  Am I **bleep**?

They don't have to prove the item was shipped to the wrong address, just give you proof it was not shipped to YOUR address.

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.

Thanks for the response, unfortunately the issue is that this was delivered to someone else in my city.  When I check the tracking number it shows that this was delivered in my city name so paypal automatically assumes that it was delivered to me even though I've called them up 3 times now and told them this was delivered to someone else.  I've given them my USPS case number.. 2nd time this is decided in the sellers favor.

It wouldn't matter that it was delivered in your city, all the report has to state is that it was not delivered to YOU.

The report says 

"Your item was delivered in or at the mailbox at 2:27 pm on October 30, 2020 in ... cityname ..."

It doesn't say name, it doesn't say address.  
Anyways, i went to my local mail and they gave me a print out of the shipping label so I can provide it to paypal for my case.
