Seller sent wrong shipping address

A seller sent the wrong tracking # to me. After filing a dispute, she updated in the system a new tracking number, but the date that PayPal contacted her is when she shipped out. Will i get my money back or how does that go? Who can i talk over the phone with? Is there a number i can call?
