Seller scammed us.

We had an open dispute regarding not receiving a product. The Seller sent a bogus tracking number. Once a PP claim was opened the seller sent a fake cheap item effectively closing the dispute.
The seller substituted a cheap 2 dollar product for a 24.oo dollar cat bed.
How do we get Pay Pal to reopen the claim to get our money back ?
