Seller said she tried to refund with no luck

Hello,

A seller agreed to refund for not shipped item through Paypal claim. I filed a claim, waited for several days - no response from seller.

So I escalated the claim, now it's in "awaiting response from the seller" status. After a week I reached out the seller again, she said "I have tried to refund this twice" with no luck.

Is it possible?
