Seller's bad language in refund policy, need help to understand what they mean

I have an issue with a seller where I purchased studying material and their refund policy is as follows (I pasted as is w/o correcting the grammar):
"Users are entitled with full refund if he/she fails the corresponding exam in 30 days after the purchase of our product"
I went to the seller and claimed refund because I failed the exam in 30 days (on day 32 to be specific). He said "we refund the order before 30 days, but your test date after 30 days". I thought "in" means after the defined time goes by like if I tell you I will call you in 5 minutes means I'm going to call after the 5 minutes go by versus I will call you within 5 minutes" where I'm going to call before 5 mins go by.
Who's wrong, him or me?
