Seller refuses to accept parcel after Paypal asks me to send it back

I have spoken to a Paypal agent who recorded our call which is logged . This is a large amount of money and the scam is that Seller agrees to refund for incorrect goods which Paypal has asked me to do . I then send items and seller does not accept goods. Paypal representative telephonically has said to me that IF seller does not respond in 8 Days it will be in our Favour as we followed all instructions. after 16 days I am ruled against as they have not recieved the tracking details as Seller refuses to accept. The Call between myself and the agent is recorded , does this help in any way and is there any way I may appeal this
