Seller offers return without shipping fees

Hello, I bought two backpacks from a Chinese seller - I later found out that it was from a Chinese company, the website did not mention.
When I finally got them through the mail, I found out that the backpacks were fake - even though the website stated them as originals. I asked opened a dispute and escalated to claim for a refund and the seller offered a refund after returning the items.
The refund he offered doesn't include the shipping fees to China, which are basically as expensive as the items I bought were.
I can't do any action on the PayPal website to dispute this action, and I would like to accept the return only under the conditions that the shipping fees will be paid by the seller, once the items I bought were not as described, they were fake.
