Seller not responding, item not shipped

I'm trying to file a dispute but I did not have a PayPal account at the time I placed my order (the merchant did) so there is no record on my account.

I placed an order in August and the seller is not responding to emails (or at the website) and I have not received the order, no shipment details, nothing.   I have the PayPal merchant ID and transaction ID, email (for the good that it does) and wondering how I can get my money back if the record is not in my account?  Has anyone dealt with this merchant:  Merchant name: Bhavinkumar Patel and the order was placed under wowsbrand?
