Seller not refunding faulty item.

Hi,

I opened a dispute with Fitness superstore over nearly 2 months ago with regards to faulty item. Seller was not cooperating, finally i opened a case. This prompted seller to answer my queries. They finally picked up the treadmill, this was 2 weeks ago. I paid using paypal flex. and second payment is due. I have contacted Paypal and all they state is give  us more time.  this was sept 7, then sept 14.. sept 24 and now sept 30. 

 

The goal post constantly moving.

I don't  understand why Paypal does not step in and force my refund. I have given both parties full information. Any help to resolve would be appreciated.
