Seller must refund , I can't return item

I was buy a new camera via Ebay. Seller cheat me.SO camera was used , very scratch and broken..Camera shutter was 268k . so I was write to seller.Seller reply me "im sorry.I will send another new camera.but please closed dispute". So I was closed dispute ((( ... after Seller didn't annswer my questions..Now I could dispute on Paypal..But , I can't return item .Because I live in Azerbaijan..I was buy camera and shipping with cargo company..Any cargo companies didn't return from Azerbaijan... Please help me , I lost 1345$ (((

You are only allowed x1 dispute per transaction and should NEVER close it until you have a cleared refund.

Unfortunately you closed it so the seller could ignore you.

Your only hope is a chargeback if you funded that paypal payment via a credit card.
