Seller lied about shipping costs - how to dispute?

I bought an item for $12. The seller charged $15 shipping and lied about where it was shipping from - they said it was coming from within Canada. When they actually delivered, they shipped from overseas via DHL and now I my item is being held for $22 additional in fees, which I refuse to pay.
I have disputed the charge as item not received, but they provided the DHL tracking number in response. I have proof that the original order was claimed to come from Canada, but there seems to be no way to demonstrate it. Should I change my dispute type to 'item not as described' even though I haven't gotten my item?

no,you should not change to INAD ,if you win,you have to return the item with tracking at your expense.
