Seller held Paypal fees from refund

I bought an item (£125) and paid via Paypal, two days later the vendor said he couldn't supply the item and would give me a refund .

When the refund arrived, it was only for £120.  The vendor said Paypal charged fees and that he had retired some of the refund to pay the fees, even though he cancelled the sale because he couldn't supply the product.

Paypal now says I don't have a valid complaint.

Any ideas?

Put in a dispute for non receipt of item citing you did not get a full refund.
