Seller has not shipped item, can't issue a refund

I recently purchased something and made a payment through goods and services. It has been a week and the seller has not shipped. I opened a case and asked if he is still planning to. He said just mark the case as resolved and I'll either issue you a refund or ship it. So I told him I will mark as resolved and wait for him to ship. It doesn't seem like he is going to follow through with it. I can't open another case and I don't see an option to just ask for a refund. Help, please. Edit: I messaged him on a different platform and he gave me a refund. The money was returned to my paypal, then I quickly sent it to my bank. I think I'm in the clear.
