Seller gave fake tracking number

I purchased an item and paid using paypal. I didn't receive any confirmation email. After a few days, I tried to raise a dispute and it says that item is delivered. It is a fraudulent tracking number because the item was delivered before I ordered it. Paypal denied my resolution because there was a tracking number.

 

How can I get my refund for this fraudulent transaction?

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment or that includes a statement mentioning your address and saying the item was delivered to a different address.

 

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page), via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

I dont see the contact number. I would like to call them personally as they did not reply my emails or messages. Can you provide me with their number?

@troutburger no progress. I believe PayPal is working with scammers. A fake tracking id is given and they automatically dismiss the case. PayPal and the seller won't reply to any email.

I managed to have my closed case reopened and I was just refunded today.

How did you get them to do that? I tried to call and them and their customer service number is closed down due to covid.
