Seller delivered invoice but not product, sent refund but he asked me to claim a dispute...

I ordered a GTX 1070 Graphics Card a few days ago from a seller on r/hardwareswap. The seller sent an invoice out and delivered it but not the actual graphics card. He sent out a refund which is still pending but he claims that he is having an error with his bank and that I should file a dispute. What should I do?
