Seller delaying refund Keeto

I made a purchase 23/04/19 and a return item too thus long to arrive 22/05/19 Despite providing my proof of postage to the seller I am still awaiting a refund What can I do - they keep emailing me that it’s being looked into Their phone number is a dud

If you haven't already done so:

 

Locate the payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Significantly Not As Described (SNAD) dispute. Provide explanation of case and return shipment tracking number and then Escalate the dispute to a claim.
