Seller claims they sent a refund, haven’t received a refund notification

I bought something and the seller didn’t ship for three weeks. I opened a dispute and they claim they’ve refunded me. But I haven’t received any notification of a refund, and the dispute is still open (it should have closed automatically with a refund) does this mean they didn’t refund me? Or do PayPal refund notifications take awhile to receive
