Seller big time BAIT & SWITCH

I have a seller who I ordered from and they sent a crappy little item instead (lucky me I ordered 2). They are from China. They will refund my money if I send the item back. It costs as much to send it back as what I paid for it and I'm not sure they will even give me my money back.

This is the first time I've ever ran into this problem. I order a lot of items from China. I have a LOT of screenshots of the entire transaction.

PayPal closed my dispute. Who can I contact at PayPal to give & get more information? Thank you.

If PayPal ruled in your favor, you're required to return item. Failure to do so, will close the case in favor of the seller. PayPal won't let you keep both money and goods. PayPal is third party and can't know the seller's intent so they just as soon have you return for a refund.

 

PayPal does have a return shipping refund program for future purchases if this return is not eligible:

If PayPal won't reopen case and you paid with credit card, you can dispute through card issuer instead.

 

To contact customer service re: dispute:

  1. Log on.
  2. Click HELP at the top menu.
  3. Scroll down and click CONTACT US.
  4. Scroll down to click CALL US or other contact options.

 

Call early, during business hours, west coast time to try to get a US rep.

In the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country.

Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.

Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.

Huge problem that PayPal doesn't recognize and block vendors with repeated complaints about traditional "bait and switch" tactics.  If I pay $67 to return a $60 item, the dishonest vendor wins and I lose...  I have to reconsider using PayPal in the future as it does not take in consideration the interests of the honest buyers.

I ordered 2 items ~$35 each - they sent me a keychain and mini tongs for cooking. What I ordered were 2 ice machines. I supplied all the invoices, shipping confirmations, and pictures of the items received along with pictures of the packaging. PayPal closed my dispute saying per seller items received. Prior to opening the dispute I corresponded with the seller several times before reaching a dead end on seeing any money refunded.
