Seller asking for item back

So I recently purchased a jacket and had it shipped from the US to Italy, the jacket arrived in Italy but was stopped in customs due to the seller for not including an invoice. About a week or so goes by and I’m expecting the jacket to arrive within the next week or 2 if the time I’m writing this. The seller has become very impatient while waiting for PayPal to unlock the payment and transfer it to them. The seller is now either requesting the jacket be sent back to them or that I transfer them the money and they refund me the original payment. I don’t plan on sending another payment and having them refund me the original payment, I feel this may be too complicated and risky. My question is: Can the seller actually get the jacket sent back to them and my payment refunded without my consent?
