Seller added false tracking info

I opened a case with PayPal due to not receiving an item. Seller provided tracking information that first was non operational and then led to Hermes which continues to say parcel is on its way to them. This tracking was attached to my order. Opened the case against them and they have now provided completely different tracking, with a separate company which states item delivered but unable to sign. This is not my parcel as I did not receive anything! Tried ringing PayPal and no one is answering. Case now says it is under review with this false tracking information and I have no option to add any more evidence! Advise please, thanks in advance
