Seller Scam UPS Tracking shows delivered, Buyer Protection from PayPal does NOT work

I paid for the item and seller sent me a UPS tracking number after I opened my item not received request. The tracking number says that the item was delivered but I never received it and I am sure it was sent to a different address with the same ZIP code. Paypal denied my claim based on the tracking number which just says that it was delivered. How can I prove that I never received this item and get my money back? I am sure this is scam, this seller sold lots of items on the same day and all his buyers are reporting the same issue, fake tracking, why won’t ebay and paypal investigate the case check with the post. Why do they let this scam?!
Is there a way to prove the scam and get my money back?
