Seller Agree to Refund the package never arrive

Hi everyone, I need your expertise opinion in a case that I'm in. The buyer file a complaint that the item wasn't as describe, the buyer and I exchange messages trying to find a resolution. In the end, I agree to refund the full purchased amount. I advise the buyer to ship the items back to me then I'll issue the refund. The buyer ship it back to me using the same tracking number (using UPS) that I shipped out the buyer. The tracking number indicate that it was deliver to someone in a different city then I am. Basically I never got my package, somehow it was lost in the shipping process. Paypal has given the buyer the full refund and now I don't have my return package. I've tried to file an appeal in this matter, as a seller it's my responsibility to make sure the buyer get the package in there possession. As a buyer, it's there responsibility to get the package back in my possession before Paypal can process a refund. So I never got my package back, what's your advice?
